Obtaining N.C. Residency
U.S. Citizens
Within 10 days from the start of your first semester of classes, complete the following:
- Obtain a North Carolina driver’s license
- Register your car in NC and obtain NC license plates
- List your personal property for taxation (Property tax on vehicles is now handled by the NCDMV when you register your vehicle). Note: If you do not live in Wake County, you can find your county’s web site on this link.
- Register to vote in North Carolina (U.S. Citizens only) and exercise your right to vote when possible
- Open a savings and a checking account at a local bank or credit union
- If possible, convert membership(s) in professional associations, service or civic groups, churches, etc. to local chapters of these groups
- Complete the NC State residency application online. Important: You cannot submit an application sooner than two months before the end of your second semester.
Note: It is wise to save all rental agreements, utility bills, canceled checks, etc. because you may be asked to provide specific proof of the dates of your residency. Do not delay in following the steps above — the sooner you become a North Carolina resident, the better chance you will have of becoming a resident for tuition purposes. As support for the claim for in-state residency for tuition purposes, the application and the supporting documentation are reviewed for a cluster of significant events occurring about the same time to determine when an intent to domicile began.
International Students
- International students refer to eligible visa classifications under “International Students” heading on the Graduate School website.
- Visit the Graduate School website for more information about residency for tuition purposes.

Graduate Student Information
Enrollment and the GSSP
Please speak with your major advisor or the director of graduate programs about enrolling in courses for the upcoming semester as soon as possible. For the first semester, the Graduate School requires that you enroll in, at least, 9 credit hours (full-time status) in order to remain eligible for the graduate student support plan (assistantship, tuition, health insurance, etc). These minimum required hours decrease as you further in your graduate studies, but graduate students need to be enrolled full-time at all times.
Assistantship and Fellowship Compensation Method
All NCSU employees participate in direct deposit in order to receive their compensation. You will not need a voided check to establish this service. Employees can list their checking account information through MyPack Portal > Employee Self Service. Nonetheless, this portion of the portal (Employee Self Service) will not become available until NCSU HR has processed all employment paperwork and your employment has commenced. Using Employee Self Service.
Updating MyPack Portal Address and GSSP Health Insurance
Once you have established a residence in the Raleigh, NC, area, please take a moment to update your local address in MyPack Portal. Your new insurance card will be mailed to the address listed in MyPack Portal. Please speak with your graduate services coordinator about your GSSP health insurance start date. For more information about the health insurance coverage provided by the GSSP, please see the below links.
