Former Chairman of the Joint Chiefs of Staff and NC State alumnus, General H. "The Best of Cecil and Leonard" The NC 4-H Development Fund is partnering with Capitol Broadcasting Company and WRAL-TV to promote a compilation CD of "The Best of Cecil and Leonard" featuring the voice of Ray Wilkinson.
